Assembly Bill 1448, introduced by Assembly Member Hart and coauthored by Senator Stern, offers the most promising state legislative antidote to the Interior Department’s 5-Year OCS Leasing Plan. This critical legislation would:
- Prohibit existing leases and oil and gas-related offshore infrastructure in state waters from being used to support newly-proposed Pacific federal leases and future leases past 2026.
- Require the State Lands Commission to consider additional environmental and safety factors before renewing leases or allowing lease transfers for oil and gas infrastructure in state waters.
- Tighten gaps in the state’s current ban on offshore drilling in state waters.
On June 9, the State Senate Natural Resources and Water Committee advanced AB 1148 by a margin of 5-2,. AB 1148 will next be considered in the State Senate Appropriations Committee, chaired by Senator Sabrina Cervantes.
